Fort Bend County presents future animal shelter plans

Fort Bend County is considering a new animal shelter in Rosenberg and a satellite adoption center in Fulshear to address overcrowding and improve conditions at the current shelter, including its lack of air conditioning. County commissioners heard a presentation on the plans Sept. 24.

The proposed Rosenberg shelter would cover 42,375 square feet near Cottonwood School Road and house 170 dogs, 74 cats and six other animals. Plans also include a medical clinic, laundry room, animal kitchen and exercise yards.

The 10,128-square-foot Fulshear adoption center would have space for 30 dogs and 22 cats, along with room for future expansion. Both facilities would be air-conditioned and include exercise yards.

The preliminary budget is about $37 million, though the county has not set a final cost. Fort Bend County approved a $54,000 agreement with Shelter Planners of America in July 2025 to begin designing the project.

County officials are also considering keeping one building at the current shelter at 1210 Blume Road in Rosenberg for animals needing immediate help, while repurposing the other two buildings for county needs. Staff will continue working on the budget and financing plans before seeking commissioners' approval.
